أشار عضو مجلس التنفيذي للجنة الدولية لحقوق الانسان بالشرق الأوسط ومدير مكتب مصر ولبنان الدكتور محمد قوطة أن حادثا لقطار جديدا قد وقع في جمهورية مصر العربية ومن المعلوم ان حوادث القطارات ليست حكرًا على مصر، حيث يقع العديد منها في مختلف دول العالم، مسفرة عن مئات القتلى والمصابين، ولكن مع الفارق فهناك حادث عارض وحوادث متكررة، حيث تتوالى الحوادث ومزيد من الضحايا والمصابين.
إن منظومة السكك الحديدية قديمة جدا في مصر، ولم تشهد تحديثا على مدى سنوات طويلة، وما تقوم به هيئة السكك الحديدية في مصر هي الصيانة فقط، وليس التحديث الذي من المفترض أن يتم، وفي كل حادث نجد الحكومة تقدم الوعود بتطوير منظومة سكة الحديد وهو ما لا يحدث للأسف.
إن الحكومة المصرية لم تواجه حتى الآن مشاكل هيئة السكة الحديد بالشكل الحديث ولكنها تضع مسكنات للأزمات، مؤكدًا أن الوزارة إذا لم تتحرك في خطة تطوير هيئة سكة الحديد فسيكون هناك ضحايا بالمئات الفترة القادمة.
إثر حادث انقلاب 4 عربات من قطار "القاهرة -قنا" في مدينة البدرشين. خط الصعيد، يوم الجمعة ظهرا الموافق 13/7/2018 وقع في قرية المرازيق بالبدرشين فى الجيزة، عندما سقطت 3 عربات من قطار 986 المتجه من القاهرة لقنا، وانقلبت العربة الرابعة، بسبب تحويلة عن طريق الخطأ بحوش محطة المرازيق، وأسفر الحادث عن إصابة 55 مواطنا.
وأضاف الدكتور قوطة أنه يمتلك شرح عامل بعربة القوى وطريقة الحادث، قائلا: «إن قطار 986 تحرك من القاهرة في الـ1 ظهرا، وفى تمام الـ2.20 تقريبا، فوجئنا بارتطام شديد بالقطار، وخروج الجرار وعربة الطاقة من القضبان»، مضيفا أن خط سير القطار غير مدرج به التوقف فى المرازيق. وأضاف نحن نعلم ان القطارات هي وسيلة المواصلات لمحدودي الدخل عامة في مصر والتي معظمها يتسم بعدم الصلاحية او الادمية إلاّ القليل منها مقارنة بخطوط القطارات حول العالم المعدة إنسانيا لنقل كافة المستويات من البشر سواء الغني او الفقير في امان وسلام.
ان الاعتماد على العامل البشري هو من اهم مسببات حوادث القطارات في مصر لعدم توفر المسؤولية والضمير وشرف المهنة، والجانب الأخطر هو التهاون والسلبية في معالجة المقصّر في حق المواطن وعدم شمولية العقاب الرادع، والأمانة تحتم الان على الجميع ان تتوافر الشجاعة لديهم لمواجهة الامر. إنّ عدم المسؤولية في التقديمات الإجتمعاية هو خرق لحقوق الانسان وعلى الحكومة ان تواجه المشكلة الحقيقة من خلال كوادر العاملين بالسكك الحديدية وتأهيل الشباب لتحل محل من عفى عليهم الزمن، كما يتوجب عليها حماية الحقوق في شتى المجالات وهي تقع على المسؤولين في الدولة، وأن تتعامل بالقانون لمن يخطئ في حقوق الانسان وان ترعى اسر الضحايا والمصابين، والعبرة ليست بتحويل بعض الموظفين للتحقيق وفي النهاية تطوي الملفات وتضيع الحقوق.
وختم الدكتور قوطة أننا نعلم ان وزارة النقل بدأت في التفكير بتحديث منظومة القطارات ولكن لابد من عمل خطة ميدانية لكل خطوط القطارات ومحاولة الوصول الى انسب الحلول،
وأن مسؤولية الوزارة تشمل في قيمة تذكرة الركوب امن وسلامة وصول الراكب، متسائلا
