واحد من مقاصد الأمم المتحدة التي نص عليها ميثاقها هو "تحقيق التعاون الدولي على حل المسائل الدولية ذات الصبغة الاقتصادية والاجتماعية والثقافية والإنسانية". وكان أول عمل للأمم المتحدة في هذا المقصد في أوروبا التي دمرتها الحرب العالمية الثانية وساعدت المنظمة في تعميرها بعد ذلك. ويعتمد المجتمع الدولي الآن على المنظمة في تنسيق عمليات الإغاثة الإنسانية نظرا لطبيعة الكوارث الطبيعية وتلك التي من صنع الإنسان مما يتطلب جهدا خارج قدرة السلطات الوطنية وخارج الجغرافيا الوطنية كذلك.
